Doorbell transformer voltage question

Doorbell Transformer Voltage Question

The transformer for my new doorbell says it is a 16V transformer, yet when I put a meter on the secondary side I got 19V. I measured the voltage with a meter that has a 0-200 V scale. Is that scale perhaps not sensitive enough to give me an accurate reading, or is there perhaps another problem here? Or perhaps no problem at all....? The doorbell does work fine. Thanks The transformer is fine. It is designed to deliver the rated voltage at a specific load, such as while the bell is actually ringing. It will show a higher voltage under a no-load condition.
